Limited Submissions
A limited submission opportunity, or LSO, refers to a funding program that limits institutions to a specific number of proposal submissions each cycle. When necessary, the Office of Research Administration (ORA) oversees this process and conducts an internal competition (IC) to ensure a fair selection process to determine which PIs will submit to these opportunities.
We have established a process that does not overburden the PIs or reviewers charged with selecting the most competitive proposals to represent the university. Limited submission projects are considered institutional and should demonstrate benefits to Âé¶¹´«Ã½. Exceptions to this process may occur in certain situations and at the discretion of the Vice President for Research (VPR). For example, when a deadline is short, when a program is highly focused, or when an opportunity reflects a strategic priority or requires significant institutional commitment, the VPR may forego an IC in favor of an immediate proposal selection for submission.

Identification & Dissemination Process
ORA monitors and identifies limited submission opportunities — funding programs that restrict the number of applications an institution may submit. These opportunities are shared through the following channels:
- Announcement Emails: Notifications are sent to faculty and relevant stakeholders. To receive these updates, please email the RDOE%20Information%20Specialist and be sure you are on the ORA mailing list for your College and School.
- LSO Identification List: A regularly updated list of upcoming limited submission opportunities is maintained on the Limited Submissions page. For detailed information about each opportunity, please visit the LSO Details page.
- Targeted Communications: Discipline-specific opportunities may be shared through department chairs, research administrators, or the Vice President for Research (VPR). Be sure to read emails and notices about funding opportunities in the usual news-sharing sources.
Many LSOs are annually recurring. However, sponsors often add new ones, or change, suspend, or terminate existing ones, from year to year. Watch the ORA website, The ORAcle monthly newsletter, and ORA emails to stay informed of upcoming competitions. Likewise, if you see a limited-submission opportunity for which you would like to submit a proposal, please contact the RDOE Information Specialist immediately to ask about an upcoming internal competition for it. Institutional Selection Process
Beginning in FY26, ORA will manage internal competitions with an Intellistack (formerly Formstack) digital form. This program simplifies the IC process to save you valuable time to work on your proposal. A faculty member wishing for their proposal to be considered for selection in a limited submission opportunity must respond to the Notification of Interest query when applicable. Then, they must submit an Internal Competition application through the Intellistack system for it to be considered for submission to the sponsor.
Submitting an NOI helps us
- Ensure institutional compliance with sponsor limits
- Coordinate an internal review process if multiple submissions are anticipated
- Support PIs in preparing competitive applications
Required Information for the NOI
Please include the following in your NOI submission:
- Principal Investigator (PI) name and contact information
- Project title
- Brief abstract (3–5 sentences summarizing the proposed work)
- Key personnel and their institutional affiliations
- Funding opportunity title and sponsor; link to the opportunity/RFP
- Confirmation that the PI meets eligibility criteria
The NOI is used for internal coordination only and is not submitted to the funding agency. If more submissions are received than allowed, an internal selection process will determine which proposal(s) may proceed.

If an IC is required, PIs will be asked to submit the following:
- A completed IC application form
- A 3-page concept paper
- A budget summary
Once submitted, applicants will receive a confirmation email along with any additional instructions regarding the internal review process.
Internal proposals are reviewed and selected through one of the following processes:
- Peer Review: Most ICs are reviewed by the Research Advisory Council, with oversight from the VPR. Proposals are evaluated using sponsor-specific criteria and scored using an internal scoring system.
- VPR Review: The VPR may conduct a secondary review and consult with internal or external experts before making a final decision.
- Automatic Selection: If only one NOI is received, that applicant may be approved to proceed without competition.
- Collaborative Recommendation: In some cases, the VPR may recommend that PIs submit a collaborative proposal idea in lieu of holding a competition.
All applicants will be notified of the outcome. Selected PIs should coordinate with their unit’s assigned ORA Grants and Contracts Coordinator for proposal development and submission.
Short Notice Opportunities
When a limited submission opportunity is identified within a short timeframe, ORA will expedite the internal review process and notify faculty accordingly.
Cost-Share or Matching Funds
If the sponsor requires cost-sharing or matching funds, applicants must:
- Identify the source(s) of matching funds at the time of IC submission
- Submit a signed statement of support from appropriate university officials (e.g., Dean, VP, Provost)
Internal Deadlines
All NOIs and IC applications must be submitted by 4:59 PM on the posted deadline. If a faculty member discovers the opportunity after the deadline and did not submit an NOI, they should email the RDOE%20Information%20Specialist to discuss possible next steps.
